  • Abstrak (max. 1600 huruf atau 250 kata): This study aimed to analyze implementation of the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 26 of 2011 concerning Guidelines for Calculation of the Number of Employee Needs for Regions in Kutai Kartanegara Regency and to find out the supporting factors and inhibiting factors. The type research used descriptive qualitative. The results staff received training held by the BKPSDM and the Ortal Department. Submission of information through whatsapp groups and online and offline meetings. The rules for analyzing employee needs are clear but lack of socialization. Facilities, namely there are facilities and infrastructure such as computers, job analysis information system applications and workload analysis as well as e-formation applications 4.1. Funding resources amounting to Rp. 550,000,000,- from Ortal and 75,000,000 from BKPSDM. The material resources have been compiled in accordance with the Regent’s Decree. In the Ortal Division, there is a shortage of staff, while in the BKPSDM it is sufficient. Incentives are given in accordance with SHBJ and those who are given incentives are those who are part of the team.
